Procurement System Leader

<p><strong>Department</strong></p><p>PURCHASING (UA-PUR-IUBLA)</p><p><br></p><p><strong>Job Summary</strong></p><p><u>Department-Specific Responsibilities</u></p><ul><li>Serves as the primary application administrator of the university's Procure-to-Pay system, BUY.IU.</li><li>Provides strategic leadership, operational oversight, and system governance for the cloud-based application to ensure reliability, compliance, and continuous improvement in support and operations.</li><li>Supports all Jaggaer modules - Shopping, Contracts, Accounts Payable (AP) with Digital Mail Room (DMR); Receiving; Sourcing, Supplier, Business Analytics and Reporting.</li><li>Leads team of 2 Business Analysts who support day-to-day operations of system and reporting (recurring/audit/ad-hoc).</li><li>Performs System Configuration, testing, and troubleshooting:</li><li>Documents configuration, custom fields, workflow, dashboards, much more.</li><li>Testing: quarterly releases, new features and functionality, system defects.</li><li>Creates and manages library of test cases.</li><li>Manages Quarterly Releases throughout lifecycle.</li><li>Coordinate with others to develop rollout of new features and functionality.</li><li>Facilitates and leads focus groups to determine business needs and define system requirements.</li><li>Assesses risk of defects; report and track defects throughout lifecycle.</li><li>Collaborates with Purchasing AVP, Leadership, and staff daily, Jaggaer (JGR), University Information Technology Services (UITS), University Controller's Office (UCO) on regular basis, and other groups as needed.</li><li>Creates monthly operational reports.</li><li>Creates/maintains team procedural documents (System Application Procedural documents).</li><li>Maintains and audits Roles/Permissions and onboard/offboard administrative staff.</li></ul><p><u>General Responsibilities</u></p><ul><li>Establishes operational plans for procurement area and manages day-to-day procurement matters.</li><li>Sets goals and objectives for procurement teams and provides guidance on highly complex issues, including vendors, accounts, negotiations, and contracts.</li><li>Develops and implements new processes, standards, and policies that impact procurement operations and strategy in the short- to medium-term.</li><li>Performs cost analysis and measures effectiveness of price negotiations.</li><li>Evaluates the university's vendor portfolio to assure robust product and service offerings.</li><li>Takes on the most complex issues that require extensive analysis and problem-solving.</li><li>Provides input to higher-level Procurement Leaders regarding procurement strategy.</li></ul><p><br></p><p><strong>Qualifications</strong></p><p><em>Combinations of related education and experience may be considered. The position involves sedentary work as well as periods of time moving around an office environment and the campus.
